HAYWARD -- Work will start this year on two low-income housing projects in the city -- a new building with apartments for seniors and a renovated structure that will be converted into apartments for families.

Two loans to help fund a 22-unit senior housing project at the corner of B and Grand streets were approved Tuesday by the City Council. The loans, which total $1.9 million, are only part of the $10.2 million cost of the project being built by Eden Housing.

The rest of the financing will come from a variety of sources, including a federal grant, county and federal loans, tax credits and Eden funds.

"We have to piece together lots of sources of money," said Ben Brandin, project developer for Eden.

The low-income senior project will be constructed on B, with a two-section facing B and another section facing Grand that will be three stories. It will offer one-bedroom apartments, and rents will be no more than 30 percent of the seniors' income.

According to the staff report, there are less than 400 affordable senior housing units in Hayward and about 14,400 seniors. To be eligible for the senior housing, income levels must not exceed $31,250 for a family of one and $35,700 for one with two, said Omar Cortez, housing development specialist for Hayward.

The new building will be next to the 60-apartment Hayward Senior Housing, which was constructed at Grand and C streets in 2008. Hayward Senior Housing is fully occupied, with a waiting list.

Work on the new senior housing is expected to begin in late summer or early fall, Brandin said.

"It should take a little over a year, assuming everything goes well and the weather cooperates," he said.

The nonprofit housing agency also is renovating a building that was once transition housing for domestic violence victims in south Hayward into a mix of one-, two- and three-bedroom apartments for low-income families. Work on that project on Leidig Court, which will cost an estimated $2.1 million, should start within the month and be completed by July, Brandin said. Alameda County is contributing $685,000 and Hayward $325,000 toward the project, said Catherine Reluccio, Eden Housing communication manager. The rest of the money is coming from a private loan.
