RICHMOND -- Two juveniles -- one who police say spit and kicked at officers -- were arrested on suspicion of theft over the weekend after police say they nabbed the duo stealing from a JCPenney store.

Richmond police were called at 6:30 p.m. Sunday to the JCPenney at 1000 Hilltop Mall Road for a report of two shoplifters in custody, Sgt. Nicole Abetkov said.

Abetkov said a loss prevention officer in the store caught a boy and a girl, both in their teens, taking clothing from the store, handcuffed them and then called police.

When police arrived to take the juveniles into custody on suspicion of theft, the girl became combative with both officers as the police officer attempted to switch out the handcuffs she wore.

At one point, the girl kicked one of the officers in the groin and then spit on the police officer and the loss prevention officer, Abetkov said.

The officers eventually subdued the girl, and the police officer then transported the teens to juvenile hall, Abetkov said.

The juveniles' ages were not immediately known.
