LIVERMORE -- The city of Tracy is expected to appoint Livermore assistant city manager Troy Brown as its next city manager.

The Tracy City Council is scheduled to discuss Brown's hiring at its Tuesday meeting. If council members approve the appointment members, Brown's last day with Livermore will be Aug. 29, city officials said.

"I'm excited," Brown said Thursday. "I enjoyed my time in Livermore, and I felt like we've done some tremendous things, but I'm happy to help the city of Tracy achieve their vision moving forward."

Brown arrived in Livermore in 2009 after stints in Santa Clarita, Riverside and Elk Grove.

He served in interim roles as Livermore's director of finance and fire chief. As assistant city manager, he was tasked with overseeing the city's finance, human resources and information technology divisions and the city clerk's office.

Among his achievements in Livermore, he said he was most proud of assisting in bringing the city through the economic downturn and seeing projects such as the i-GATE incubator and the Livermore Premium Outlets come to fruition.

"It was a very difficult time when I first got here," Brown said. "We were able to weather that storm."

In addition to praising him for navigating rough financial waters, Livermore city officials credited Brown -- one of just two assistant city managers Livermore has had in 14 years -- with identifying cost-saving measures and negotiating pension reform.

"Troy is one of the most professional managers I have ever worked with," said Livermore City Manager Marc Roberts. "Tracy's gain is certainly our loss, and he will be missed."
