The last three months of 2012 played out just as the first part of the year, as the number of crimes in the city increased while arrests decreased.
Police Chief Allan Cantando attributed the numbers throughout the year to the decrease in the department's staffing, which is now at 88 sworn officers. Fewer boots on the streets means police are being reactive to crime rather than being able to proactively make arrests, he said.
