The Urban Areas Security Initiative, or UASI, has pumped $359 million since 2003 into "high-threat, high-density" Bay Area cities like Oakland, San Francisco, San Jose and even Walnut Creek identified as at risk for an attack by terrorists.

The money comes from the Department of Homeland Security and is dispersed to regional UASI groups by the Federal Emergency Management Agency. The regional groups use the money to fill gaps in their ability to prevent and respond to a terrorist attack. They meet monthly in Dublin at the headquarters of the Alameda County Sheriff's Office, which founded one of the key components of the Bay Area UASI -- the Urban Shield exercises.

This is a list of the Fiscal Year 2013 proposals from first responder agencies in 12 countries submitted to the Bay Area UASI spending authority. They are separated into regional hubs and prioritized as above and below the line. Below the line proposals may still be funded.
