HAYWARD -- Prosecutors have charged a parolee with murder in the death of an Arkansas man gunned down outside a Hayward apartment complex last year.

Diontay Rachon Shackelford, 33, is due in court at the Hayward Hall of Justice on Monday to be arraigned and to enter a plea on the charge for the Dec. 20 fatal shooting of 26-year-old Roosevelt Foster.

Foster, who was in town visiting from Arkansas when was killed, was gunned down about 10:45 a.m. outside Lord Tennyson Apartments near Hayward Medical Center.

Several residents in the area dialed 911 to alert authorities and when police arrived at the scene in the 27200 block of Sleepy Hollow Avenue they found Foster shot once in the leg, Sgt. Eric Krimm said.

He was transported to a hospital where he was pronounced dead, according to police.

Foster's city of residence in Arkansas has not been released.

Shackelford was already behind bars in San Francisco on a parole violation when he was charged last week in Foster's death, Krimm said. Police had previously identified Shackelford as a person of interest in Foster's death, but never released his name to the public.

The fatal shooting marked the second of its kind at the Lord Tennyson Apartments in about a one-month span.

In a later shooting, Darren Hampton, 26, of Oakland, was shot in the face outside an apartment during an afternoon Jan. 17 family dispute. He was hospitalized, then died Jan. 25, Krimm said.

No arrest has been made and the shooting remained under investigation on Wednesday, police said.
