OAKLAND -- A 45-minute standoff Monday afternoon between police and a man underneath the Interstate 880 overpass in downtown Oakland forced the closure of entrances to the Webster tube, police said Monday afternoon.

The man, who at one point took off all his clothes while police talked to him, surrendered at 1 p.m. The incident unfolded about 12:15 p.m. at a homeless camp under I-880, between Broadway and Webster Street.

The man had reportedly threatened another man with a hammer. Police called in mental health team workers to talk to the man, who was talking incoherently.

Police negotiators were able to establish some rapport with the man and he voluntarily surrendered at 1 p.m.

Police said he would be psychiatrically evaluated and he could be arrested on suspicion of brandishing a weapon and making terrorist threats.
