UNION CITY -- Two 911 calls from panicked Union City residents were released by police Tuesday, shedding light on the events leading up to the officer-involved shooting Saturday that killed 46-year-old Vergel Ricafrente Worrell.

Police say Worrell was "acting incoherent and screaming profanities" as he stumbled around the quiet neighborhood in the 32600 block of Kenita Way, randomly firing a gun into the air 10 to 15 times in the middle of the afternoon.

"We just drove by; he almost hit us," a female caller told a dispatcher during one of several 911 calls received moments after the initial report. "He was just shooting randomly."

The initial 911 caller was hiding in his bathroom when he explained to the dispatcher about 2:30 p.m. that he was washing his car in the road when the shooter began roaming the street and becoming increasingly agitated.

"He's saying, '(Expletive) the FBI, (expletive) the FBI, kill me now," the male caller told the dispatcher.

Police brought in a crisis negotiator and an officer trained to talk to people with mental illness, but were unable to calm Worrell, Cmdr. Ben Horner said. The man pointed his handgun directly at police officers, Horner said. The officer who then shot Worrell has been placed on paid administrative leave, Horner said. His name was not released.

The Alameda County District Attorney's Office is continuing an independent investigation of the shooting and Union City investigators are looking into Worrell's background to try to determine the motive for his sudden and violent behavior, Horner said.

Saturday's shooting was the second time in six months Union City police officers have shot and killed a man. On March 2, officers shot a 26-year-old man who they said refused orders to stop and then pointed a gun at them. The man died later at the hospital.
