The Marina City Council will consider a new plan Tuesday for the city's public works and airport divisions intended to make them more efficient.

The moves, which would cost $411,000, change several job titles and add four new workers, would address current shortcomings in the upkeep of city infrastructure and in oversight at the airport, a council report says.

Now, public works jobs are often done in "a reactive 'crisis' mode," and routine inspections and maintenance "are constantly deferred," the report says. Moreover, many of the city's experienced maintenance workers are close to retirement and 16 new street projects are in the pipeline.

The report cites one recent example of costly deferred maintenance. A corroded signal light fell to the sidewalk, and a crew found other fixtures in nearly the same shape and $10,000 worth of repairs needed.

"The cost is not a budgeted item, as a preventative program has not been developed," the report says.

At the airport, there is only one maintenance worker assigned to the facility, and the city building official must take on several airport tasks, the report says. There has been an increase in liability claims filed at the airport, and the city doesn't have an employee to handle day-to-day dealings with airport tenants, the report says.

One of the reclassified positions would be an airport operations coordinator.

Also Tuesday, the Marina council will:

· Consider going out to bid on a project to paint and replace damaged wood in the Abrams Park residential area.

· Consider buying a 2013 Ford police interceptor utility vehicle from Folsom Ford through the state Department General Services purchase contract. The cost is $63,000. It will replace a 2002 model patrol car with 137,000 miles.

· Consider a request from Citizens for Sustainable Marina for a fee waiver and city co-sponsorship of the planned April 13 annual Earth Day event at Locke-Paddon Community Park.
