The city of Torrance is inviting all eighth-graders to submit an essay of between 100 and 150 words on the following: "The United States Congress is responsible for creating laws at the federal level, while Torrance City Council is responsible for creating laws at the city level. Describe one law that you think Torrance City Council should create and how it would improve the City of Torrance and benefit citizens who live here."

Essay winners will engage in various activities, including shadowing the mayor, council members and executive staff in their jobs, then act in those roles they shadowed. Participants will open a regularly scheduled city council meeting live on cable television and conduct some official business for the city.
