Richmond police arrested the brother of a homicide suspect Tuesday morning in connection with the shooting death of another suspect connected to the case.

Steven Farrish, 20, surrendered to police and FBI agents shortly after midnight at a house in Vallejo, Richmond police Sgt. Bisa French said. Police booked him into County Jail in Martinez on suspicion of killing Tivani Cole, 21, on Monday afternoon.

"It's clear that they knew each other from the area," French said. "Both were well-known to police."

Detectives say at least three other people were arrested on suspicion of fighting with authorities during the arrest.

Richmond police arrested Cole and Farrish's brother, Joseph Farrish, in April 2005 on suspicion of killing Rashad Narcisse, another young man who lived in the Fairmede/Hilltop neighborhood near Richmond's Hilltop Mall.

Court records were not available Tuesday afternoon to show how the case was adjudicated. Richmond police Lt. Manjit Sappal, who investigated the Narcisse homicide as a detective, said Joseph Farrish accepted a plea agreement for felony manslaughter.

Cole stood near the corner of Shane and Groom drives in the Fairmede/Hilltop neighborhood about 2 p.m. Monday when a black Nissan drove past, and someone inside fired several rounds at him.

Cole ran about a block, pursued by his attacker. The gunman caught him as he scaled a fence between two houses in the 2900 block of Gilma Avenue.

quickly developed evidence implicating Steven Farrish, Detective Sgt. Mitch Peixoto said. With help from the FBI and agents from the West Contra Costa Narcotics Enforcement Team, Richmond police found Farrish in Vallejo.

Detectives did not offer their theory of motive in the case.

Cole rode in a car with Joseph Farrish on March 31, 2005, when police say he went to the 2900 block of Mackenzie Drive to shoot up a car belonging to Narcisse, an act of revenge for an earlier fight involving a friend of his and a friend of Narcisse's.

Authorities said the parties changed plans when they saw Narcisse walking on the street.
