A 23-year-old Concord man "talked himself into a felony" Thursday afternoon after being arrested initially on a misdemeanor petty theft investigation, police said.
Vallejo police were called to the Target store on Admiral Callaghan Way at about 1 p.m. when employees reportedly observed a man packing merchandise into an unpurchased backpack, police said. The man was also reportedly using a small knife to open boxes, employees reported.
The man, identified by police as David Tapac, allegedly admitted to police that he scouts discarded receipts from store parking lots, steals the items on the receipts, then returns the merchandise for refunds, Vallejo police Lt. John Whitney said.
Tapac was arrested on suspicion of commercial burglary, Whitney said.
