PITTSBURG -- School district trustees voted 4-0 to award a $419,320 contract to provide before- and after-school activities for junior high students to STS Academy, a move that could leave the previous nonprofit provider, East County Boys & Girls Club, in dire financial straits.
Trustees voted to follow a staff recommendation to award the contract to STS Academy for the 2013-14 school year, which starts Aug. 21. Both nonprofits are based in Pittsburg.
But the door remains open for the club to possibly partner with STS Academy to help handle the overflow of after-school services provided at elementary schools, Joel Moreno, president of the club's board of directors, said after the vote.
Under the junior high contract, STS Academy will provide before- and after-school programs that include homework help and enrichment programs such as recreational, arts and leadership activities at Hillview and Rancho Medanos junior highs. The contract also calls for STS Academy to provide youth development leaders for district-run programs at Martin Luther King Jr. Junior High, which opened last year.
In May, district officials opted to put the junior high contract out to bid after attendance goals were not met for after-school programs provided by the club at Hillview and Rancho Medanos junior highs for the 2012-13 school year. It is estimated that the $419,320 contract accounts for more than 90 percent of the club's budget.
A state grant that provides funding for after-school programs has attendance requirements that the club failed to meet, according to a staff report. As a result of the club not meeting attendance goals, the district had its grant funding reduced for the junior high after-school programs, the report said.
In a separate vote, trustees voted unanimously to approve a $802,360 contract to STS Academy to provide after-school services for Foothill, Highland, Marina Vista, Parkside, and Willow Cove elementary schools and to provide youth development leaders for district-run programs at Heights, Los Medanos and Stoneman elementary schools.
