Safety honor roll: Antioch is one of more than a score of California cities which hit the highway safety jackpot in the form of special recognition in the national traffic safety contest. According to the western region office of the National Safety Council, sponsor of the competition, 24 California cities won a place on the honor roll by going through the entire year of 1953 without a traffic fatality. San Bruno, without a traffic death in the past three years, and Daly City, without one in two years, won special mention.

EBMUD will build Los Vaqueros or Buckhorn: The East Bay Municipal District Board decided Tuesday to build either the Buckhorn or Los Vaqueros reservoir to meet its water needs through the year 2020.
A new reservoir is the centerpiece of a new water plan, approved 4-2 Tuesday after eight years of preparation.
The vote delighted reservoir supporters, angered environmentalists and drew a lawsuit threat from the state.
The state Attorney General's Office announced it will sue to block the plan because of alleged flaws in the environmental impact report.
It could cost more than $480 million to carry out the new plan, which also calls for strengthening water aqueducts across Delta islands, water treatment plant improvements, larger land buffers around reservoirs, mandatory low-flow toilets in new homes, and recycling of sewage into irrigation water.
The biggest cost variable is which reservoir to build -- a decision is expected later this year.
The district would spend $160 million to build Buckhorn Reservoir near Moraga or $398 million to become a partner in Contra Costa Water District's Los Vaqueros south of Brentwood, EBMUD engineers estimate.
The four members making up the water board majority said they are relieved the drought-stricken district has committed to build its first new reservoir since 1964.
