CONCORD -- Police have arrested a 24-year-old Concord man who they say had been drinking before he caused a fatal crash that killed a woman and her toddler daughter Friday night on Willow Pass Road.

Gerardo Harquin has been charged with vehicular manslaughter in the deaths of Lorena Dominguez, 23, and her 21-month-old daughter, Khloe Duenas.

The mother and daughter were in a car traveling on the Kinne Boulevard overcrossing near the former Concord Naval Weapons Station when Harquin's SUV crossed a divider and hit their vehicle head-on, authorities said.

The baby was transported to UCSF Benioff Children's Hospital Oakland and Dominguez was taken to Highland Hospital in Oakland; both later succumbed to their injuries. Dominguez's boyfriend also suffered major injuries and was transported to John Muir Medical Center in Walnut Creek.

Three boys ages 12, 16 and 17, who were traveling with Harquin, suffered moderate injuries and were also transported to hospitals.

Police say Harquin was under the influence of alcohol when the accident occurred. Anyone who may have witnessed the incident is urged to to contact Concord police Officer Ken Carlson at 925-603-5931.

Harquin was transported to County Jail in Martinez and has also been charged with driving under the influence, child endangerment and lying about his name. He is being held on $575,000 bail.
