HAYWARD -- Widening Winton Avenue at Hesperian Boulevard and updating the city's drive to create a gang injunction program are on tap for Tuesday's City Council meeting.
The gang injunction is something that has been a city goal since 2009. It would identify individual gang members and issue restraining orders prohibiting them from engaging in otherwise legal activities such as being in a certain area, associating with other gang members or staying out past a curfew.
Violators would be committing a crime, and subject to sanctions, including the possibility of jail time.
The report from police will highlight the department's multipronged approach to reducing gang violence, and how an injunction program would augment existing strategies.
The department estimates that Hayward's first gang injunction would be filed sometime in early 2012.
Oakland was the first Alameda County city to seek such injunctions, and one against 40 suspected members of the Norteno gang has been held up in court by defendants who have hired counsel and say the allegations are unfounded.
The city held a community meeting in February on the Winton widening project, which has been in the works since 2007. It is aimed at improving access in and out of the industrial area north of Jackson Street and west of Interstate 880, and includes adding a second left turn lane from westbound Winton onto Hesperian Boulevard as well as a new traffic signal at Clawiter Road and Eden Landing Road.
Whitesell Street, deep in the industrial area, also would be widened and bicycle lanes added.
Funding comes from the 2000 Measure B half-cent transportation sales tax.
The City Council also will discuss loans to Eden Housing to help with the construction of senior housing at Grand and B streets.
Included in the consent calendar is a final vote on amending the city's noise ordinance.
