Obama signs bill to extend debt limit, temporarily end government shutdown (live updates)

The government is reopened and the U.S. won't default on its debt this fall after both chambers of Congress approved late Wednesday on a bipartisan plan that gave almost no concessions to Republicans. President Obama immediately signed it into law.
