California Drought: Bay Area loses billions of gallons to leaky pipes

State records show Bay Area lost 23 billion gallons in 2010, the most recent data available, as aging and broken pipes leak this precious resource -- underground and often out of sight. That's enough to submerge the whole of Manhattan by 5 feet or meet the water needs of 71,000 families for an entire year.
 
California drought: San Jose moving to impose water conservation measures, but without fines
The San Jose City Council will vote Aug. 26 on a measure to declare a citywide water shortage and ask for 20 percent water reductions but will not hire water cops or issue fines for violators
