Abandoned tug gets $4 million lift

Crews work to float an abandoned tugboat, nicknamed the "Captain Al," in the Oakland Estuary on Monday. State and federal agencies are spending more than $4 million to remove the 105-foot boat, which has become a navigational hazard.
