ALAMEDA -- The City Council will consider rezoning a vacant property on Harbor Bay Parkway from open space to commercial so that it can be redeveloped, possibly with an office building.
The move to change the zoning at 2350 Harbor Bay Parkway -- which totals just over an acre along the waterfront and features a walking path -- follows developer Harbor Bay Isle Associates unsuccessfully pitching the site as a place for a restaurant, including to the owners of Francesco's in Oakland, according to city officials.
Over the past 25 years, the developer has also used real estate brokers to market the site near the Harbor Bay Business Park to those behind San Leandro's Blue Dolphin and the owners of the Chart House restaurant chain, as well as the owners of other Bay Area restaurants.
"While several of these inquiries led to a due diligence period, including a study of the demographics and dining habits of the employees in the Business Park, employees and customers of local businesses, and residents in Alameda and surrounding communities, these efforts concluded there was not a sufficient customer base to warrant the considerable expense of developing a restaurant building and related improvements on the site," City Planner Andrew Thomas and community Development Director Debbie Potter said in a background report for the council.
Thomas and Potter are urging the council to support the zoning change, saying the lack of a street connection between the business park and the nearby residential neighborhood limits the opportunities for a successful restaurant.
Any redevelopment on the site also must be approved by the Bay Conservation and Development Commission since it falls within the waterfront property jurisdiction.
In other business Tuesday, the council will consider approving a resolution to pay consultant Verde Design up to $174,145 as part of renovating Estuary Park, an eight-acre site on Mosley Avenue near Singleton Avenue.
The park's baseball field and soccer field were previously used by the U.S. Navy and U.S. Coast Guard and have been dormant for years and are now unusable, according to the Alameda Recreation and Park Department.
The proposed landscape design from Verde Design includes a youth baseball field, a synthetic turf rectangular athletic field that is lighted, a playground, a pre-fabricated restroom building and group picnic areas. The park will be the city's first lighted synthetic turf field when it is completed.
The estimated total cost to renovate Estuary Park is $2 million. Funds for construction will come from a variety of sources, including donations and Measure WW.
