Lawrence Berkeley National Laboratory in the Berkeley hills has received 21 proposals from developers around the Bay Area to create a second campus on 2-million square feet where 800 scientists and other employees would work.

Land owners in Berkeley, Albany, Emeryville, Oakland, Alameda, Dublin Richmond and Walnut Creek submitted proposals.

The labs are out of space in the Berkeley hills. About 20 percent of the approximately 4,200 employees are at four other sites in Oakland, Emeryville, Walnut Creek and Berkeley. The second campus would consolidate all of those.

The lab, giving no explanation, refused to release a list of all 21 proposals. Spokesman Jon Weiner said the organization hopes to have a shortlist of three to five acceptable sites by mid April. The deadline for proposals was Friday.

A final decision could come in June with a move in date of sometime in 2015.

Requirements to secure the lucrative second campus include being within a 20-minute drive of the Berkeley hills.

In Berkeley, developers Michael and Steven Goldin submitted a proposal with a third landowner near Aquatic Park at the corner of Bancroft Way and Bolivar Drive, said City Councilman Laurie Capitelli.

Capitelli also said Wareham Development submitted a proposal for Berkeley either in an area bounded by Potter, Seventh and Heinz Streets or on property it owns on Tenth Street near Parker Street. A Wareham spokesman declined to comment on any of its proposals.

In Richmond, The Richmond Field Station on the San Francisco Bay, owned by the University of California, is one option for the lab expansion. It is currently used by UC engineering researchers.

Richmond Redevelopment Director Steve Duran said that several sites put in by the Friday deadline, including the Campus Bay group, the Bayer-Burlex site and a group in Marina Bay led by Richard Roe.

"We're optimistic. We think the sites in Richmond can certainly accommodate the needs of the lab's second campus," said Steve Duran, Richmond redevelopment director.

He said proposals to bring the project to Richmond enjoy wide political support within the city.

In Emeryville, Wareham and TMG Partners submitted a joint proposal for land near the Emeryville Amtrak station north of Powell Street and east of the railroad tracks, said Economic Development Director Helen Bean.

"We think Emeryville has a lot to offer, we have very low crime and lots of amenities including free shuttle transportation from the MacArthur BART station," said Bean. "We would really like LBNL to come and grow in Emeryville."

Oakland developers submitted four proposals, said Aliza Gallo, economic development coordinator for the city.

"We're hoping the labs look at this and see the vision and see a nice urban campus that will be appealing to their work and their employees," Gallo said.

The four proposed sites in Oakland are at 300 Lakeside Drive in a building owned by the Swig Company; a site at the corner of Mandela Parkway and Grand Avenue proposed by KS Properties One; a site at 7100 Oakport Street proposed by LBA Realty Group and property south of Jack London Square known as the Oak to 9th street project proposed by Signature Properties and Reynolds and Brown, said Gallo.

In Alameda, the Alameda Reuse and Redevelopment Authority submitted a proposal for 45 acres at the former Naval Air Station Alameda, now known as Alameda Point.

"We have a very strong application," Acting City Manager Lisa Goldman said last Wednesday. "If all goes well, I think we will be on the shortlist."

In Dublin, SunCal companies has proposed to build the campus on a 180-acre plot of land currently owned by the Army at Camp Parks off Dublin Boulevard. SunCal and Dublin city officials expect the Army to transfer the land to SunCal by the end of the year.

Dublin Mayor Tim Sbranti and the rest of the city council sent a letter of support for SunCal's efforts, citing its abundance of land to handle the campus, its proximity to BART and two major freeways as well as its low crime rate and variety of shops and restaurants.

"Our application is strong and we are a surprise but are not a long shot by no means," said Sbranti.

"We are a natural fit given the lab's desire to grow and complimentary businesses that could follow."

In Walnut Creek, the city submitted a proposal for the Shadelands Business Park which is held by numerous owners, said Assistant City Manager Lorie Tinfo.

The business park is bounded by Ignacio Valley Road, Oak Grove Road, Lennon Lane and the Contra Costa Canal Trail, Tinfo said.

He said proposals to bring the project to Richmond enjoy wide political support within the city.
