CASTRO VALLEY -- Whether Castro Valley should incorporate will be debated on Nov. 20.
The debate at Castro Valley Library is the second one by the Great Castro Valley Debate organization. In July, the group took on the question of gay marriage at a debate that drew a large crowd to the library.
The Great Castro Valley Debate's goal is to enhance community dialogue through public debates.
The question of whether Castro Valley should incorporate has surfaced periodically. Voters defeated the proposal by more than 70 percent the last time the question was on the ballot, in 2002.
