UNION CITY -- Councilman Jim Navarro has captured his third term on the City Council after defeating challenger Jose Estrella by a wide margin.

With most votes counted, Navarro was winning with 69 percent of the vote, while Estrella has garnered 30 percent.

Navarro, 63, is a delegate for the Association of Bay Area Governments and the League of California Cities, East Bay division. He said public safety, business recruitment and a frugal approach to city finances are his top priorities.

Estrella, 47, is employed as a tax preparer. The political independent has never held public office. Estrella said he would lead the charge for better government transparency, as well as keep a close watch on the city's finances.

Union City's new mayor, Carol Dutra-Vernaci, ran unopposed. Dutra-Vernaci -- a former council member -- is replacing Mark Green, Union City's mayor since 1992.
