The person who sent a SWAT team to Justin Bieber's and Ashton Kutcher's houses is 12.

That's right -- they got punked by a kid who probably doesn't know he's about to hit puberty.

TMZ reported the boy-- who was arrested for pranking 911 authorities into thinking there was an emergency at the two residences -- comes from an "incredibly dysfunctional" family and that the child "sits at his computer day and night, communicating with other hackers."

Maybe he encountered some of Bieber's and Kutcher's work and thought they should be arrested for it.

The Los Angeles County district attorney has not officially charged him with the crime. "It's currently still under investigation; our detectives are in contact with the LAPD detectives in regard to their arrest," Beverly Hills Police Lt. Lincoln Hoshino said.

That's right -- he's a Beverly Hills cop.

Bieber and Kutcher weren't the only famous people who were victims of swatting incidents this year. Miley Cyrus, Charlie Sheen and Simon Cowell were all targeted in 2012 for similar prank calls.

PAUL SIMON PERFORMS AT TEACHER'S FUNERAL: Paul Simon performed Wednesday at the funeral of a teacher killed during Friday's Connecticut school shooting.

Victoria Soto was one of the six staff members killed at Newtown's Sandy Hook Elementary, where 20 elementary school children were also shot to death by suspected gunman Adam Lanza. Several of the children have already been laid to rest, and on Wednesday, Soto's friends and family gathered in the town of Stratford to remember the 27-year-old teacher.

According to WENN.com, Simon was among the mourners at the Lordship Community Church, where he performed Soto's favorite song "The Sounds of Silence."

Simon knows the Soto family through his sister-in-law, according to the New York Daily News. Soto is being called a hero for attempting to shield her students from the gunfire before she was killed.

SIMON COWELL NOT AT ALL GOING STEADY WITH CARMEN ELECTRA: Simon Cowell is dating Carmen Electra.

Apparently some brains, money and a lot of bluster can go a long way.

After much speculation, Simon Cowell finally confirmed to Ryan Seacrest on Wednesday that he's dating Carmen Electra, according to MSN.com. But they're not exclusive.

"She's not my girlfriend," Cowell, 53, explained when he called in to the "On-Air with Ryan Seacrest" radio show. "We're people who date."

I don't know. It sounds like he may ask her to the prom.

"She's adorable, isn't she?" he asked Seacrest of the 40-year-old actress/model.

She sure is -- once you get past the fact that she was once married to Dennis Rodman.

She apparently likes Cowell, too.

She talked about their relationship on "Access Hollywood Live." "He's so cute. He is adorable. He's actually a sweetheart," the former "Baywatch" star explained. "The thing is, we worked together on 'Britain's Got Talent.' I was a guest judge, and I had so much fun. I really liked him. I think he's really cool."

Electra ended her four-year engagement with metal musician Rob Patterson earlier this year. She was also once married to rocker Dave Navarro.

Cowell ended his engagement earlier this year to make up artist Mezhgan Hussainy.

KATIE HOLMES OUT WITH A MAN: Katie Holmes may be dating someone who doesn't jump on furniture.

The actress, ex-wife of Tom Cruise and mom to 6-year-old daughter Suri was spotted with a "handsome guy" who walked her inside her New York City apartment building late Saturday night and lingered while they said an extended goodbye, according to the New York Daily News.

"They were saying a long, long good night, talking and looking pretty romantic in the lobby around 2 a.m.," an eyewitness said. "He looked like a finance type, was wearing classic Cole Haan shoes and a Navy pea coat. He walked her to the elevator and then she said 'good night' and smiled."

No tonsil hockey?

The witness also said Holmes, who turned 34 on Tuesday, looked "gorgeous," dressed simply in a white Burberry trench with jeans and flats and was leaning against the wall "twirling her hair with one leg up. She was very pretty and very flirty."

Holmes' rep told the Daily News that, despite the so-called flirtations, the man in question was Holmes' gay best friend.

There's a Tom Cruise joke just sitting there that our lawyer probably wouldn't want me to go anywhere near.

Speaking of Cruise, he was on "Late Night With Jimmy Fallon" Tuesday, in full crazy Cruise mode, playing water war with Fallon using an enormous water gun and getting a pitcher of water dumped on his face.

No word on whether things escalated into shirtless, slow-motion volleyball.

BEN AFFLECK DROPS OUT OF KRISTEN STEWART MOVIE: Kristen Stewart has been dumped by Ben Affleck.

Well ... sort of.

Affleck's people confirmed to Entertainment Weekly that Affleck has dropped out of the film "Focus," in which he was to star opposite Stewart.

Somewhere, Robert Pattinson just let out an enormous sigh.

The story is about an experienced con artist who teaches a young female protegee the tricks of the trade ... and they probably have sex along the way, because most con artists don't look like Ben Affleck and Kristen Stewart.

This comes not long after Stewart announced her involvement in the film and sounded kind of excited ... you know, for Kristen Stewart.

Affleck's rep says he has to drop out due to scheduling conflicts. He has directing projects on his plate, including the thriller "Tell No One" and an adaptation of Dennis Lehane's "Live By Night.").

"Focus" is currently scheduled to begin filming in April. No word on who might replace Affleck.

KIM KARDASHIAN UPSET WITH INSTAGRAM: I don't want to scare anyone ... but you might want to sit down for this. Kim Kardashian is considering shutting down her Instagram account.

(Explosions! Screaming! People running! CHAOS!!!!!)

Actually, Instagram is likely taking notice of Kardashian's threat, since she has more followers -- 5 million -- than anyone on the photo-sharing service by a wide margin. Kardashian says she'll switch to another social media photo company unless Instagram revises its new policies that has everyone's pants in a bunch.

Instagram has been under fire this week after announcing a new policy that seems to give the company power to sell user photos to outside companies without having to compensate the user. Instagram said this interpretation of the policy was not true and apologized for the "confusing" language. Instagram says it's revising the wording and will release a new terms of service in the near future.

But Kardashian isn't convinced (she's a wily one) and is telling friends she's thinking about shutting down her Instagram account and taking her followers elsewhere.

"I really loved Instagram :-( I need to review this new policy," she wrote on Twitter. "I don't think its fair."

Notice the past tense there?

Kardashian has way more followers on Instagram than second-place member Justin Bieber (4,366,729) and President Barack Obama (1,834,079).

And, unfortunately for society, where one Kardashian goes, others soon follow. Her sisters Khloe, Kylie, Kendall and brother Rob are also in the Top 10 most followed on the site.

Half of Instagrams top 10 are named Kardashian. Why, America? Why?
