The state is also applying for a waiver from the federal government, which would allow the state to eliminate Standardized and Reporting Tests, or STAR, this spring. The waiver seeks to avoid administering both the field test and a separate standardized end-of-year state test.
Gov. Jerry Brown signed a law last month that ended most STAR assessments this spring, despite warnings that the federal government might withhold funding for California schools.
