The Oakland Police Department's new hire of former Long Beach police chief Anthony Batts may be seen as bringing change to a law enforcement organization struggling with the aftermath of the Riders scandal, the Chauncey Bailey assassination investigation and the loss of four officers in a violent attack.

Now, the department faces new attention: "Despite state investigators and other experts saying that a detective's ties to Your Black Muslim Bakery's young leader compromised his investigation of a journalist's slaying, the Oakland Police Department will decline to discipline him, police sources say."
