In 2009, Richmond, Calif. residents saw one of the most violent years in city history with 47 homicides. Three years later, the situation was dramatically different. Last year, the homicide number dropped to 18. In 2013, the rate is rising again. Through April 28, there were already eight homicides, four in April. Police Chief Chris Magnus answers why violence is rising again and what can be done to curtail it.
