Assemblyman Bob Wieckowski, D-Fremont, and Assemblyman Michael Allen, D-Santa Rosa, announced Tuesday that they are introducing a resolution urging Congress to pass a constitutional amendment overturning the Citizens United campaign finance ruling.

The resolution is part of a national effort led by groups such as Public Citizen, Common Cause, People for the American Way and Free Speech for People, the legislators said.

The landmark 5-4 U.S. Supreme Court ruling, Citizens United v. Federal Election Commission in January 2010, found that the First Amendment prohibits government from placing limits on independent spending for political purposes by corporations and unions.

The ruling has caused corporate expenditures to soar, the legislators say.
